This baseline study assesses the local conditions for reusable packaging solutions and explores opportunities for empowering women, as well as collaboration with the private sector and municipalities. The assessment is conducted through an overview of relevant legislations, policies, national statistical data, and academic literature. Additionally, interviews were conducted with relevant business operators and representatives of local government in three pre-selected cities.
