Financing climate protection in small cities and municipalities through partnership

Using intermunicipal cooperation to overcome structural challenges

Financing climate protection and climate change adaptation measures is a major challenge for small cities and municipalities for several reasons. Intermunicipal cooperation between cities, municipalities and counties can help to overcome structural challenges and provide an efficient way to sustainable and comprehensive finance climate protection measures. By pooling financial and human resources, larger climate protection projects (such as the climate partnership between the County of Karlsruhe (Germany) and the city of Brusque (Brazil)) with an international impact can be implemented.

Michael Schmitz, Deputy Head of the German County Association’s Brussels office & Chair of the Cohesion Expert Group of the Council of European Municipalities and Regions

Born in 1982, studied law in Mainz (Germany) and Lausanne (Switzerland), including study visits to Sydney, Washington D.C., and Brussels. He is a member of several expert groups of the EU-Commission, a member of the program advisory board of SKEW and member of the board of trustees of Engagement Global.

Dr. Christoph Schnaudigel

Dr. Christoph Schnaudigel, President of the County of Karlsruhe, Co–President of the Council of European Municipalities and Regions (CEMR)

Schnaudigel studied law in Mainz and Tübingen. After working in several local and regional administrations, Schnaudigel was elected President of the County of Karlsruhe in 2007, 2015 and 2023. He is currently serving as Co–president of CEMR, the leading european local government association, representing 115.000 local and regional governments.

Mario Hecker

Mario Hecker, Mayor of Kalletal

Mario Hecker has been mayor of the municipality of Kalletal in the district of Lippe in North Rhine-Westphalia since 2015. Kalletal has the sustainability process chain, consisting of strategy, reporting framework and budget, and has a partnership with the Ketu South Municipal District in Ghana.

Amabilly Schvambach Costa

Amabilly Schvambach Costa, Environmental Engineer at the Brusque Municipal Environment Foundation

Environmental engineer, specialist in environmental analysis and master in climate and environment. Has ten years’ experience in environmental licensing and since 2015 has been helping to coordinate the climate mitigation project between the municipality of Brusque and the district of Karlsruhe.
