Informal settlement communities are increasingly displaced in the name of environmental protection, climate adaptation, and disaster risk reduction. From flood mitigation projects in Latin America to conservation zones in Africa and coastal resilience programs in Asia, environmental concerns are instrumentalised to justify evictions that violate human rights and perpetuate urban inequalities. While genuine environmental risks demand action, forced evictions without adequate resettlement or community participation transform environmental governance into a tool of displacement. The indicators of the Global Goal on Adaptation adopted at COP30 carry a further risk of incentivising relocations that overlook basic community needs, to the point of completely disregarding and violating their human rights.
