JOINING FORCES TO UNLOCK FINANCE FOR GREEN TRANSFORMATION

Priscilla Negreiros is a Manager at Climate Policy Initiative, based in London. At CPI, she manages the Cities Climate Finance Alliance (the Alliance), which is a platform for cooperation, partnerships, and advocacy in the field of subnational climate finance. The Alliance works to ensure that finance will be deployed at scale for city-level climate action by 2030, by focusing on establishing a bridge between demand and supply for city-level climate-related finance with cities, national governments, DFIs, and private investors. 

Giulia Macagno is a senior economist within the Projects Directorate of the European Investment Bank, where she provides support to cities and local authorities develop and finance sustainable urban development projects. She has a PhD in sustainable development with a focus on environmental economics and she recently completed an MBA at Imperial College London Business School. Before joining the EIB in 2015, she worked for a large consultancy company providing advice to both public and private sector entities for the implementation of sustainable infrastructure investments. Since January 2021, she is heading the EIB Technical Secretariat of the City Climate Finance Gap Fund. 

Francisco Martes Porto Macedo is a Program Associate in CPI’s London office, where his work focuses on supporting the Cities Climate Finance Alliance (the Alliance). 

Prior to CPI, Francisco worked as a Climate Finance Consultant at OECD and a Partnerships Coordinator at Black Jaguar Foundation. He also worked at Oliver Wyman as a Strategy Consultant. 

Martin Dirr is a passionate urban professional, with experience of over 15 years in international development, mainly for the Deutsche Gesellschaft für International Zusammenarbeit GmbH (GIZ). In his current role, Martin is the GIZ programme director for the C40 Cities Finance Facility (CFF), a global initiative supporting cities in developing countries and emerging economies to identify and access financing instruments to realize their low-carbon investment projects. Prior to this, Martin worked as an advisor to the Federal German Ministry of Economic Cooperation and Development (BMZ) in the strategy development for its global urban portfolio. From 2007-2013 he was based in Addis Ababa, Ethiopia as a programme manager, amongst other roles, of the Ethio-German Urban Governance and Decentralisation Programme which supported the Ethiopian Government in the development and implementation of a national local government reform programme. Martin holds a master degree in Urban Geography. 

Daniel F. Morris has spent the past twelve years working to build economic and policy solutions powerful enough to adequately address the climate crisis. He is currently a Senior Climate Change Specialist and Clean Energy Lead for the Climate Investment Funds (CIF). In this role, he works with CIF partners to support innovative clean energy operations that can lead to transformational change in energy systems of developing countries. 

He has previously served as an Advisor to the U.S Executive Director of the World Bank and a Policy Analyst in the U.S. Treasury, where helped execute the agency’s responsibilities in the domestic and international climate and energy agenda of the United States. Prior to Treasury, he was a Center Fellow at the think tank Resources for the Future. 

Dr. Jürgen Karl Zattler is the Director-General for International development policy and United Nations; 2030 Agenda; social and environmental transfor at the German Federal Ministry for Economic Cooperation and Development (BMZ). Mr. Zattler is a development and macroeconomist with more than 30 years of experience in international cooperation. Until the end of 2020 he served as World Bank Group Executive Director representing Germany. Prior he had various positions in the BMZ, the European Commission and a private bank. Jürgen Karl Zattler studied economics and political science. He holds a PhD in economics from the University of Giessen (trade theory and policy).  

Alexandra Linden is a senior urban and regional development expert. Since early 2021 she is heading the BMU IKI financed global FELICITY cities advisory facility in cooperation with EIB, implemented by GIZ. She has been working for almost 20 years as lead expert and advisor for the private and public sector, NGOs, research institutions and international development organisations in Europe, Africa, Asia, and Latin America. Her assignments dealt with urban development, infrastructure and resource management, urban climate finance, institutional capacity development, decentralisation and multi-level policy advice.  

Dr. Peter Kurz has served as mayor of Mannheim, Germany since 2007. He has overseen an economic and entrepreneurial transformation in the city, and established Mannheim as a Local Green Deal pilot city. He is Chair of the Global Parliament of Mayors and G7 special envoy of the Association of German Cities.
